    2015年國際通過巴黎協定，國際企業為了因應潮流以及滿足利害相關者的期望，積極尋求綠色能源的使用及各種減碳的途徑。而台灣早於巴黎協定前已推行綠電認購制度且在今年進入試辦第四年，在政府極力推廣下此制度仍然存在無法為企業盤查所認列以及於CDP問卷宣稱減排量等窘境，因此仍然亟須為台灣的能源發展尋找其他途徑。

在廢核、電業自由化的趨勢下，如何發展再生能源以及建置再生能源交易市場是台灣必須面對的首要問題。現行制度中，國際上的憑證制度不失為一個有效的解決途徑，政府也正積極研擬憑證制度並推行T-REC，在推廣過程中台灣除了汲取國際經驗也必須與國內企業有所交流、討論，這也是舉辦此研討會的目的之一，邀請國際相關單位分享各國經驗以及國內企業共同參與討論，希冀台灣能夠建置符合國人期待且能與國際接軌之能源市場，共同為再生能源發展努力。

It has been three years since Taiwan passed the purchase system of green power. But there are still problems need to be solve, like it has no tracking system to prove the reduction, and Taiwan urgently needs to find another way for the energy development.

The corporates in the world are searching for the renewable energy positively. To follow the trend Taiwan has taken the first step forward. We hold this conference and invite the international authority and Taiwan companies to join together, and we hope Taiwan can have a better energy system.
